Westwind is proud of the part its played in shaping Florida’s roadways. Much of our road construction work has been spearheaded by the folks at the Florida Department of Transportation. We’ve successfully completed road work in four different FDOT districts, and oversaw construction from start to finish. We’ve had a hand in the construction of major highways and state roads, such as SR 207 in Putnam and St. Johns County, SR 520 in Brevard and Orange County, SR 15/US 17 in Clay County, SR 78 and Veteran’s Parkway in Lee County. We most recently replaced a canal off the Florida Turnpike in Sunrise with a 50-inch culvert, and constructed a transit mobility hub off I-595 in Broward County.
Town Center at Palm Coast
Westwind was originally contracted to do the complete site development for the Town Center at Palm Coast, a1,557-acre multi-use development. The $40 million job lasted several years and included installing underground utilities, landscaping, and constructing roads and sidewalks. During the final phases, Westwind went on to perform all site development for a 47,000-square foot Publix, an 82,000-square foot medical center, the Hilton Garden Inn, a Super Target, and the Town Center Central Park. In total, we hauled over 2.2 million cubic yards of material, and helped to establish an important landmark for the community of Palm Coast.
The Hole in the Donut Wetland Restoration Project
This uniquely named area of Everglades National Park is 10,000 acres that was previously used as farmland from 1916 to 1975. Over 50 years of agricultural use had changed the soil’s substrate and made it more hospitable to the Brazilian pepper tree, a highly invasive species that is detrimental to native Florida ecosystems. While the pepper tree brought an end to farming in the area, its years of overgrowth had invaded the soil, and it could no longer support native plants or wildlife. Research had shown that the only truly effective way to purge the Brazilian pepper tree from a stretch of land was to remove not only the vegetation itself, but also the disturbed soil underneath it. Westwind was brought in to assist in the clearing and removal process. We would begin the process by clearing out allthe vegetation. We would then scrape away the vegetation and disturbed soil, and haul the load away in our dump trucks. The dump trucks would offload the soil and vegetation at a disposal site, and then road graders would perform a final scrape of the remaining earth to ensure that no invasive material is left. This process returned over 3,200 acres of land to its proper elevation and hydroperiod, thus allowing the native wildlife to recolonize the area. The removed soil was used in various studies to learn how South Florida can strengthen its battle against the invasive Brazilian pepper tree.
Seneca Industrial Park and Seneca Commerce Park
These two adjacent sites located in Pembroke Park, FL are borrow pit reclamation and site development projects contracted by DCT Industrial and the Easton Group. Westwind continues to assist by literally laying the groundwork for this massive project. The sites are approximately 70 and 80 acres, respectively, and are the current and future sites of warehouses and office buildings. Land in South Florida is often scarce and hard to come by, so developers sometimes “make” their own land by refilling old borrow pits with construction debris. This process is also helpful for local construction companies because it offers a free location to dump materials.
St. Johns River Water Management District
The SJRWMD is one of five state water management districts across the state of Florida. They’re tasked with monitoring water resources both above and below ground across east-central and northeast Florida. The responsibilities range from insuring water supplies are accessible, maintaining a high level of water quality, defending against floodwaters, and protecting the natural systems in the environment. Westwind has spent years working with SJRWMD on numerous projects across multiple counties. We have redirected canals in Emeralda Marsh (Eustis, FL), Three Forks Marsh (Palm Bay, FL), and Lake Apopka (Apopka, FL.)We’ve also constructed and repaired levees throughout the district. Westwind is honored to work with SJRWMD in maintaining and restoring Florida’s natural beauty.

Project included clearing and grubbing, tree protection, drainage, water, and sewer utilities, lift station with force main, building pad construction, grading, asphalt paving, concrete flatwork, and striping and signage.
Firstgate Commerce Center
9.5-acre industrial site development with a single 131,500 SF tilt up warehouse. Project included site demolition, clearing, and grubbing, drainage, water, sewer utilities, building pad construction, grading, asphalt paving, concrete flatwork and pavement markings and signs
